Position Information

Hiring Department: Purchasing

Hours: up to 40 hours per week, standard Monday- Friday 8:00am- 5:00pm,

FLSA status: exempt

Earliest Start Date: As soon as possible.

Salary: Commensurate with experience and education.

This position is security-sensitive and subject to Texas Education Code 51.215, which authorizes the employer to obtain criminal history record information. A valid driver's license issued by the State where the applicant resides and insurability as defined in UTS 157 may be required to perform the position's essential functions.



Purpose of Position

Perform Purchasing, Contract Administration, and Cost Analysis duties as required by the department.



Note: This position is security-sensitive and subject to Texas Education Code 51.215, which authorizes the employer to obtain criminal history record information. Must possess a valid driver's license issued by the State where the applicant resides and must be insurable as defined in the UT System UTS 157, as applicable to the performance of essential duties and responsibilities of the position.

Essential Functions

Performs all duties of a Buyer. Reviews requisitions; confers with department for clarifications, specifications, and preferred suppliers.

Leads formal procurement processes (RFP-ITB-RFQ-CSP), following established policies and procedures.

Prepares and manages formal procurement processes. Scope of work development, RFP development, reviews received proposals, distributes documents to respective department (s) for review and approval within budgetary limitations and scope of authority.

Plans, coordinates, and processes purchase requisitions from assigned departments.

Uses all available purchasing procedures such as (RFP, ITB, Job Order, etc.) and any other legal purchasing procedures to provide Best Value for the University.

Confers with vendors to obtain product or service information such as price, availability, and delivery schedule.

Works independently and trains new buyers and University personnel on proper purchasing procedures.

Reviews RFP's, ITB's, Purchase Orders, Contracts, etc., for completion and proper contract clauses.

Performs Contract Administration on complex contracts as well as other purchasing documents.

Must be able to be a highly effective communicator with the public and University personnel.

Must be able to analyze cost, overhead, and profit on bids to ensure fair and reasonable pricing.

Benchmark analysis of best practices by other State agencies.

Develops cost analysis and measure of performance reports.

Conduct statistical and data analysis to identify trends, patterns, and relationships with data collection.

Prepare reports as required by management.

Administers the Procurement Card Program for the University.

Performs expedites and follow-ups on critical purchase orders and contracts.

Works diligently toward accomplishing all goals assigned to the department and University.

Knowledge of all Microsoft Office software and able to learn and use institutional software systems.

Complies with all State and University policies.

Supervisory Responsibilities: No supervisor responsibilities.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Required Qualifications:

Education: Bachelor's degree from four-year college or university within area of assigned responsibility.

and

Experience: Three years related experience to the statement of duties and responsibilities; or equivalent combination of education and experience. CTCD certification is required or must be attained within 18 months of date of hire.
