Capital Projects & Facilities Procurement Manager

About the Opportunity

Under the direction of the Director - Procurement & Contracts Management, the Capital Projects & Facilities Procurement Manager will be responsible for ensuring the Planning, Real Estate & Facilities ("PREF") division engages in sound procurement practices in accordance with University policies and procedures for the procurement of construction, architect, engineer, consultant, and other contracted services in the area of assignment for PREF. This position will serve as the division's bid manager - advising planners, project managers, and other division staff in the selection of procurement methods and strategies; scheduling, preparing, reviewing, and administering requests for qualifications and proposals (i.e., point of contact for all phases of procurement, respond to contract-related questions, provide technical expertise and assistance on bids issued through e-Builder project management software, review received proposals, advise when post-bid clarifications are required, and issue contract awards for the University in accordance with University policies and procedures and in compliance with all local, state, and federal regulations and laws).

The Capital Projects & Facilities Procurement Manager will be a liaison between PREF and other University departments, as well as, with external contractors, consultants, and vendors, as may be required. Maintain procurement-related records and documentation including, but not limited to, procurement templates, correspondence, training materials, web-based qualification forms, PREF website materials and internal procurement staff guidance/reference documents. Work closely with planners, project managers, and other PREF staff to develop scopes of work, specifications, and pricing forms, and set evaluation criteria and minimum qualifications in procurement documents. Review and prepare all requests for qualifications and proposals prior to issuance. Review all bid lists and recommend diverse and qualified bidders for inclusion in contracting opportunities. Manage procurement calendar and communicate regularly with PREF staff to prepare for upcoming and annual procurement activities. Provide regular procurement training for PREF staff focusing on legal and procurement best practices. Maintain master prequalified vendor database, which includes tracking diverse and small business certifications, vendor outreach, vendor performance records, and certificates of insurance. Manage diverse participation outreach, prequalification efforts, and data metrics for diverse spend tracking and reporting. Participate in PREF and University sponsored initiatives and programs, including, but not limited to, increasing and improving supplier diversity in University contracting opportunities, sustainable procurement practices, and improving efficiencies and reducing barriers to entry in University procurement.

Qualifications:

Bachelor's degree required (facilities or construction management, business administration, supply chain or operations management, finance, or closely-related field preferred) with a minimum five (5) years of experience in capital project or facilities related project management, including at least two (2) years of construction and facilities-related procurement experience; or an equivalent combination of education, training, and experience which provides the required skills, knowledge, and abilities to perform the essential job functions. Contract management certification(s) from NCMA, ISM, or other certified agencies are a plus. Must be detailed oriented, well-organized, able to handle multiple priorities simultaneously, and able to deliver work in a timely manner. Must be able to collaborate and communicate effectively with different levels and discipline of real estate, design, and construction professionals, University trades and services supervisors/managers, and other University partners. Must be able to demonstrate knowledge of procurement laws and requirements, generally accepted purchasing principles and practices including preparing requests for proposals, subcontracting practices, bid evaluations, contract terms and conditions, and dispute resolution. Able to demonstrate working knowledge of construction procurement activities and demonstrated ability to ensure the integrity of the procurement process and contract management lifecycle. Strong sense of ethics, integrity, and ability to maintain confidentiality of information. Proficiency in Microsoft Word and Excel required, knowledge of Project Management Information Systems (PMIS), such as e-Builder, is desired. Maintain familiarity with industry-related contracting trends (such as AIA, AGC, ABC, and NAIOP). Patience and a sense of humor.
