Assistant/Associate Director, Procurement

Job Summary
The Assistant/Associate Director, Procurement oversees specific areas within a comprehensive purchasing and p-card program, such as supplier management, contract negotiation, waiver of competition review, data analysis, p-card administration, and solicitation management. Manages the day-to-day operations of the Purchasing Department and provides guidance and direction to both support and professional employees.

Job Description

Typical duties may include but are not limited to:
  • Manages the day-to-day operations of the Procurement and P-Card team. Provides guidance and direction to support and professional employees.
  • Assists in the oversight to ensures compliance with purchasing and p-card practices in accordance with university policy and state statutes.
  • Assists in the preparation of complex specifications for competitive bid solicitation. including negotiations with suppliers. Approves high dollar purchases and negotiates contract terms.
  • Negotiates and prepares purchasing contracts.
  • Identifies and addresses contract management issues to maintain compliance and efficiency.
  • Manages the record keeping, reporting, and other functions for the department.
  • Oversees a contract administration system to ensure suppliers comply with contract terms and conditions.
  • Oversees a contract management system to ensure the timely renewal or replacement of University contracts
  • Participates in the strategic planning for assigned areas and assists with developing and implementing the departmental strategic plan. Involved in specific projects or initiatives related to strategic planning and analysis with a focus on execution and implementation.
  • Participates in the strategic planning for assigned areas and assists with developing and implementing the departmental strategic plan.
  • Represent the department in cross-departmental groups, client collaboration meetings and serve as backup to the Director of Procurement.
  • Establishes performance goals and measures to evaluate success within the assigned area of responsibility.
  • Assists in the development and implementation of policies, procedures, and control systems.


Other Duties:
  • Assists with routine and special projects, which may include statistical and financial analysis, research, and preparing comprehensive reports for presentation to administration and auditors.
  • Performs other job-related duties as assigned.
  • Serves as backup to the Assistant Director, AP & Travel

Minimum Requirements for a Assistant Director Procurement:
  • This position requires either ten years of directly related full-time experience or, as an alternative, a Bachelor's degree from an accredited institution in Accounting, Business Management, Public Administration, or other closely related field and six years of full-time experience directly related to the job functions.
  • Professional full-time experience in public procurement including formal solicitation processes and contract negotiations.
  • Experience operating a personal computer and proficient with Microsoft Office (Word, Excel, Outlook).
  • Any appropriate combination of relevant education, experience, and/or certifications may be considered.


Minimum Requirements for a Associate Director Procurement:
  • This position requires either ten years of directly related full-time experience or, as an alternative, a Bachelor's degree from an accredited institution in Accounting, Business Management, Public Administration, or other closely related field and six years of full-time experience directly related to the job functions.
  • Professional full-time experience in public procurement including formal solicitation processes and contract drafting and negotiations.
  • Two years of full-time experience which includes direct supervisory responsibility
  • Experience operating a personal computer and proficient with Microsoft Office (Word, Excel, Outlook).
  • Any appropriate combination of relevant education, experience, and/or certifications may be considered.


Knowledge, Skills & Abilities:
  • Knowledge of university policies and procedures, applicable local, state, and federal regulations related to purchasing.
  • Knowledge of or ability to learn Workday or similar enterprise financial management software application.
  • Excellent interpersonal, verbal, and written communication skills.
  • Excellent organizational skills and the ability to prioritize and complete simultaneous projects.
  • Skill in completing assignments accurately and with attention to detail.
  • Ability to interact in a professional manner with a diverse group of staff, faculty, students, and the community in a service-oriented environment.
  • Ability to work successfully as both a member of a team and independently with minimal supervision.
  • Ability to take initiative to plan, organize, coordinate, and perform work in various situations when numerous and diverse demands are involved.

Associate Director Procurement- Pay Grade 20

Applicants will be evaluated for roles as either Assistant Director Procurement or Associate Director Procurement based on their qualifications.
