Job Description
This positions primary focus is on supporting the executive and operational sectors of the Knoxville Campus, including academic colleges, support units, and the Space Institute. The role involves collaborating with campus leadership to meet the procurement objectives outlined by the AVC of Finance and Administration, as well as other campus stakeholders, in accordance with the service-level agreements established by the Campus Shared Services Office.


Responsibilities
Delegated Executive Functions from Campus AVC F&A and Assistant VC of Shared Services:
  • Review and deny or recommend approval of campus-wide Sole Source Fiscal Policy Exception requests from all units by using a high-level of judgement.
  • Facilitate streamlined centralized secure ordering of gift cards for research projects, participants, and other campus initiatives by determining if the request follows policy including denying the request or approving the request and ordering the gift cards.
  • Identify, research, analyze and translate data to develop monthly procurement reports based on various supply chains and payment methods to evaluate efficacy of campus procurement strategies & cost savings.
  • Create financial forecasts related to campus procurement objectives.
  • Audit procurement activity within support departments & analyze risks to determine all fiscal policy requirements are being met.
  • Lead projects based on recommended actions derived from reports.

Service-Level Agreement responsibilities from other campus units:
  • Evaluate and analyze potential supplier solutions and use negotiation techniques when appropriate.
  • Develop, prepare & review contracts for use in campus procurement objectives.
  • Develop & prepare requests for quotations & requests for proposals, requests for qualified suppliers, and requests for information, as well as support departments that have this type of position already in place.
  • Provide management level support by performing financial analysis of RFPs, preparing weekly/monthly reports, and conducting forecast exercises for Procurement objectives of campus and operational units and departments served by SSO.
  • Provide management of renewable agreements for operational units and departments served by SSO.
  • Initiate and facilitate internal review process of sole source requests, contract initiation, timely workflow of procurement transactions, and assist with RF(x) solicitations as necessary.

Additional Procurement-Related Responsibilities:
  • Evaluate pricing trends related to operational initiatives.
  • Work closely with Purchasing to identify minority or small companies to achieve supplier solutions for future purchases including recruitment of and establishment of business relationships.
  • Develop mechanisms to identify contract non-conformance.
  • Train power users in support departments, including development and maintenance of a support website.

Qualifications
Required Qualifications
  • Education: Bachelor's Degree in related field
  • Experience: 1 year of relevant experience, or an equivalent combination of education, training, and experience.
  • Knowledge, Skills, Abilities: Previous procurement experience including familiarity with government procurement standards and competency in creating procurement-related reports from raw data.

Excellent customer service, communication (written & oral), research, and problem-solving skills to assist support departments with their goals.

Excellent time management & be a self-starter.

Ability to learn new processes and specialized software as needed.

Preferred Qualifications
  • Education: Masters Degree or Procurement or Supply Chain technical training or Procurement Related Certifications
  • Experience: Master's degree in related field with supply-chain concentration.
  • Knowledge, Skills, Abilities: Excellent working knowledge of University's procurement and contract policies and procedures, as well as the University's procurement and contract software.
